The perception of brazilian municipal managers about the use of bicycles as a transport post Urban Mobility Policy

Motivated by the National Urban Mobility Policy, Brazilian municipalities begin a process of implementing measures to facilitate the use of bicycle as a transport in their territories. Characterizing the conditions of use of this mode and assessing how municipalities face the challenge posed by federal level in relation to urban mobility, become a matter of great relevance. This article discusses the capacities of municipalities to plan and manage the bicycle as a transport. To do so, a document analysis and semi structured interviews have been carried out to municipal public servants in charge of transport from 11 cities of Vale do Paraíba e Litoral Norte Metropolitan Region. Results show that the policy and its guidelines have succeeded in permeating into municipal management and planning, giving importance to bicycles as a means of transport. Nonetheless, municipal institutional capacities continue being a gap to overcome for implementing measures.
