Abstract

In the first part of this essay the author exposes the regulation of water in the historical Constitution of 1925, reformed in 1967 and its legislative development in which it is declared that the water titles of individuals have the legal nature of a real administrative law, which will later disappear from the legislation; The author also reviews the protection of these titles through the guarantee of property in the current Constitution of 1980. In the second part, with a prospective tone, the author synthesizes the values of any Constitution and connects them with the values related to the water, and lists those that may eventually contain the new Constitution that is currently being drafted.
